The Approval Process for all of our projects is well on its way. This includes the environmental impact assessments, the technical project design and description, the layout of the wind parks, the substations and overhead lines, the reinforcement of the existing grid, the registration of the signed land contracts, and so on. For all of our projects, City Planning Certificates have been issued and Planning Permission was granted. Beside this we expect to receive all missing Zoning Permits for the last of our projects within the coming weeks.
Our 4 Mihai Viteazu wind farms are fully permitted now. We received from the Municipality of Mihai Viteazu the last construction licence, what means that these projects, totaling 80 MW, are ready to be constructed. The transfer of the corresponding rights from us to our partner, Iberdrola Renovables, S.A., is on its way. We expect the closing of this transaction within the coming weeks. Iberdrola Renovables, S.A. will install Gamesa turbines of the 2.0 MW size in these projects.
The big rest of our complete development in the region will be connected at the new station in Tariverde to the 400 kV grid. The building licence for this 1'500 MW station (220/400 kV level) was issued on July 06, 2010, what means that construction work can also start here in due time.
As per March 30, 2010, Eolica Dobrogea Srl. received from the National Grid Operator Transelectrica the grid connection permit for 600 MW (ATR 600 MW). The negotiations with Transelectrica regarding the final wording of the corresponding grid connection contract are ongoing and will hopefully be concluded as per September, 2010, the latest.
Development work for all the wind farms which will be connected to our 1'500 MW Tariverde station (containing 3 transformers of 550 mVA) is already much advanced. We expect to obtain for at least 10 of the related wind projects building licences during the second half of 2010.
As per July 09, 2010, our company received from the Municipality of Cogealac the construction licences for 4 more wind farms: Cogealac IX, X, XI and XV are therefore fully permitted and ready for construction, while the remaining 10 projects which we develop in the Municipality of Cogealac will receive construction permits during the coming 2 - 6 months.
As per August, 2010, we measure the Wind Conditions now on almost 20 own masts in the region at different heights above ground. The masts are 40 - 80 metres high. These measurements, covering so far between 1 and 6 years without any data gaps show that we have significant energy inputs mostly from westerly and northerly wind regimes. After a long period of consecutive wind data analyses, both our calculations and a recently completed and permanently adapted wind model show mean yearly wind speeds of more than 7.0 - 7.3 m/s at hub heights of 80 - 100 metres above ground at most of our sites under development. That will lead to yearly net equivalent hours (NEH) of mostly more than 2'600 h/y, depending on the chosen turbine type and the site. These calculations and conclusions are summarized in a confidential wind report for the projects under development. Since summer, 2008, we also conduct wind measurements with the latest Lidar-Technology in Romania. This in order to get reliable information regarding the wind conditions up to 150 metres above ground.
